CANTO Position Paper

Regulation and Emerging Technologies Committee

Universal Access / Service

CANTO recognises that Information and communication technology (ICT) is a key enabler of economic growth and can be used to bridge the digital divide. Universal service policy can therefore facilitate access in those areas where it would be uneconomic for a service provider to deliver service. Universal access refers to service at the individual or household level, whereas universal service is shared service or public ICT facilities.

Initially the universal service obligation related solely to delivery of voice services but the current trend has been to extend the definition to include access to broadband services in unserved areas and service to the disabled, elderly and other marginal groups.

CANTO is supportive of the need for countries to have a good telecommunications infrastructure and for access to be made available to all citizens, directly or through community centres or hubs. Policies must be flexible and allow for a variety of approaches to fit local circumstances to increase network roll out.
