As such, it is my intention to contribute with the able support of the Board to the positioning of CANTO as an organization that brings together actors in different spheres of the ICT/telecommunication space to share latest developments, policy positions to the betterment of the CANTO membership and the wider Caribbean region. The popular refrain regarding CANTO should be “…the leading forum for focused and insightful discourse on ICT/Telecommunication trends and developments”.
Biography: Dr. Dickson C.T. Osuala is an accomplished economist and project management leader with significant experience in competition economics and regulation, tariff/price regulation, econometric modelling and telecommunications regulation and policy. He currently holds the portfolio of Group Head of Regulatory Affairs at Digicel Group. Dr. Osuala previously held the portfolio of Manager Market Economics at the Telecommunications Authority of Trinidad and Tobago (TATT).
Dr. Osuala has spoken and made presentations at numerous international and regional telecommunication meetings and workshops (i.e., International Telecommunications Union (ITU), Caribbean Telecommunications Union (CTU), and Inter-American Telecommunication Commission (CITEL), International Institute of Communication (IIC) to mention a few. Dr. Osuala received his M.Sc. in Economics from the University of the West Indies (UWI) St. Augustine Campus as well as his Ph.D. in Economic Development and Policy from the Sir Arthur Lewis Institute of Social and Economic Studies (SALISES) of the University of the West Indies (UWI) St. Augustine Campus.
Hobbies\ Interests: hobbies include cooking, e-sports and videogaming, podcasting on all things football and spending quality time with family.

Biography: Rhys has worked in the industries of Telecommunications, Fast-Moving Consumer Goods (FMCG) and Energy. His multifaceted experience has enabled him to ideate and implement game-changing strategies and sales architecture, ultimately generating multi-million-dollar sales increases and market share in several companies across the English, Dutch and French-Speaking Caribbean.
Currently, he is the Head of the Cable & Wireless Charitable Foundation as well as the FLOW Jamaica Foundation. Throughout his career at Liberty Latin America, he has led LLAs Environment, Social and Governance (ESG) portfolio, and was responsible for commercial strategic alignment, business intelligence and business continuity following the merger of Movistar and Cabletica in Costa Rica.
Prior to this, Rhys was with FLOW Jamaica covering Business Operations. Additionally, he has worked in the Bahamas as Vice-President of Corporate Affairs and Strategic Planning for the Bristol Group of Companies; the largest purveyor of premium wines and spirits and later worked with Caribbean Producers Jamaica (CPJ) Limited as Commercial Director with responsibility for sales, marketing and corporate affairs.
Rhys served as Chairman of the Prime Minister’s Youth Awards for National Excellence in 2019 and currently serves as a Director of the Board of Jamaica’s Vocational Training Development Institute (VTDI) and the Jamaica Productivity Centre. Most recently, Rhys was appointed by the Ministry of Education, Skills and Youth to serve as Chairman of Mavis Bank High School and Vice Chairman of the Louise Bennett-Coverley Primary School in Jamaica.
Hobbies\ Interests: Rhys is a trained Wine and Spirit professional who has completed specialized training in wines, spirits and sake. In 2023 he was recognised as an Emerging Leader in wines and spirits by SommConn USA (The premier Sommelier Conference of wine and spirit professionals in California).

By promoting inclusive and sustainable growth in the telecommunications ecosystem, I hope to help shape a future where all communities in our region can access the benefits of current technological advances in our interconnected world.”
Biography: John is the Chief Executive Officer of Aliv, the fastest growing mobile network company in The Bahamas. He has a history of surpassing ambitious business goals by assessing the market, motivating employees and delivering revolutionary and innovative technological solutions to customers. He has used his ability to quickly identify and actualize valuable ideas, employ strategies that maximize organizational capabilities and service offerings to move from working in the public sector to an even more dynamic environment in the private sector.
Before his appointment as CEO of Aliv, he was the Chief Operating Officer of Cable Bahamas Ltd. (a publicly traded company) for 5 years. He firmly believes that his extensive technical experience coupled with his undergraduate and graduate education has allowed him to achieve his 24-year stint in the telecommunications industry. Prior to entering the telecommunications industry, he spent 19 years at The Bahamas Electricity Corporation (Eleuthera) having joined the company as a summer intern and eventually being promoted to Manager of the entire Eleuthera operations.
John holds a Bachelor of Science (Electrical Engineering) from Florida Institute of Technology and a Master’s degree in Business Administration (International Business) from the University of Miami. John has also attended continuing educational courses at both Harvard Business School (Finance For Senior Executives) and Wharton School of Business (Finance for Non-Finance Managers). He is a Registered Professional Engineer (Electrical) and serves on the Board of the Caribbean Cable Cooperative.
Hobbies\ Interests: John enjoys the outdoors which are reflected in his hobbies/interests which include gardening (growing orchids, roses and fruit trees), playing tennis and photography. He has a heart for helping the community and is active in giving his time to the differently abled organizations amongst other community organizations.
