Request for Proposal (RFP) to Operate a Cellular Mobile Network and Provide
Cellular Mobile Services in The Bahamas
The Government of the Commonwealth of The Bahamas is inviting interested persons to apply to
operate a cellular mobile network and provide cellular mobile services to the public in The Bahamas. In
accordance with Section 30 of the Communication Act, the Minister responsible for the Electronic
Communications Sector has chosen the method for allocating and pricing cellular mobile spectrum. As
such, the Government will conduct a competitive selection process which will result in the authorisation
of a second (2nd) cellular mobile operator.
When the Government has completed the selection process, one (1) successful applicant will be granted
an Individual Operating Licence and an Individual Spectrum Licence by the sector regulator, the Utilities
Regulation and Competition Authority (URCA). For the purpose of this process, spectrum has been made
available in the 700 MHz, 850 MHz, 1700/2100 MHz and 1900 MHz Bands.
Registration
In order to participate in the selection process and to obtain further details of how the selection process
will be carried out, interested persons must first register to receive the Request for Proposals (RFP)
package. Please note that Proposals will only be accepted from registered parties, or their agents.
To collect an RFP package, a registration fee of Five Thousand Dollars (B$ 5000.00) must be paid to the
Government by way of wire transfer or certified cheque.

Closing Date
The closing date for the submission of Proposals will be 11th February 2015 at 2 PM (EST).
Requests for Clarification
Registered parties will be afforded an opportunity to seek clarification on the RFP prior to 10th
December 2014 at 2 PM (EST).
